You bought something. You paid for it, GST included. The invoice is genuine and sitting in your file.
And the credit is not available, because the supplier never filed.
Why this is your problem
Input credit depends on the invoice appearing in your GSTR-2B, which depends on the supplier reporting it in their GSTR-1. Until they do, the credit is not yours to take, however honest the transaction was.
Claiming it anyway is worse than not claiming it. It gets reversed later with interest, and it is exactly the kind of mismatch that draws attention.
What actually works
Find it early. Reconcile GSTR-2B monthly. A supplier chased in the same month usually fixes it. A supplier chased eleven months later often cannot, because their return period has closed.
Make it their problem, politely. Most non-filing is not fraud, it is a small business that fell behind. A specific message naming the invoice, the date and the amount gets a better result than a general complaint.
Hold the tax portion. Some businesses release the base amount and hold the GST element until the credit appears. This is a commercial decision, not a legal right, so it needs to be agreed in writing before the purchase, not announced afterwards.
The longer view
A supplier who repeatedly fails to file is a supplier who costs you a percentage on every purchase. That is a real price difference, and it belongs in the comparison next time you choose between them and somebody slightly more expensive.
